Distinguish three rental groups
Commercial leases are negotiated by the parties; social rentals have separate eligibility and price mechanisms; city policy rental homes have defined groups and assessment. Compare prices only within the same group and service level.
Policy is expanding supply
Hanoi has approved housing support mechanisms covering eligible social-housing groups, public workers, people affected by acquisition and high-skilled workers. A policy direction does not mean every project is accepting applications.
Calculate total cost
Add management, parking, electricity, water, internet, cleaning, maintenance and travel. Hanoi requires rental points to apply and disclose regulated retail electricity calculations.
Landlords should clarify tax and services
State who files or pays tax, any deduction, evidence and service costs. A seller transferring a tenanted property should review lease continuity and notice duties.
Track rent consistently
Record asking rent, furnishings, usable area, term, deposit and update date. Compare the same property type within a small radius. Low rent with high fees or a long commute may cost more overall.
